The United States Department of Education, also referred to as ED or the ED for (the) Education Department, is a Cabinet-level department of the United States government. Recreated by the Department of Education Organization Act (Public Law 96-88) and signed into law by President Jimmy Carter on October 17, 1979, it began operating on May 4, 1980.[2]

The Department of Education Organization Act divided the Department of Health, Education, and Welfare into the Department of Education and the Department of Health and Human Services. The Department of Education is administered by the United States Secretary of Education.

It is by far the smallest Cabinet-level department, with about 5,000 employees. The agency's official acronym is ED (and not DOE, which refers to the United States Department of Energy). It is also often abbreviated informally as DoED.

A previous Department of Education was created in 1867 but was soon demoted to an Office in 1868.[3][4] As an agency not represented in the president's cabinet, it quickly became a relatively minor bureau in the Department of the Interior. In 1939, the bureau was transferred to the Federal Security Agency, where it was renamed the Office of Education. In 1953, the Federal Security Agency was upgraded to cabinet-level status as the Department of Health, Education, and Welfare.

In 1979, President Carter advocated for creating a cabinet-level Department of Education.[5] Carter's plan was to transfer most of the Department of Health, Education, and Welfare's education-related functions to the Department of Education. [5] Carter also planned to transfer the education-related functions of the departments of Defense, Justice, Housing and Urban Development, and Agriculture, as well as a few other federal entities. [5] Among the federal education-related programs that were not proposed to be transferred included Headstart, the Department of Agriculture's school lunch and nutrition programs, the Department of the Interior's Indian education programs, and the Department of Labor's education and training programs.[5]

Upgrading Education to cabinet level status in 1979 was opposed by many in the Republican Party, who saw the department as unconstitutional, arguing that the Constitution doesn't mention education, and deemed it an unnecessary and illegal federal bureaucratic intrusion into local affairs. However many liberals and Democrats see the department as constitutional under the Commerce Clause, and that the funding role of the Department is constitutional under the Taxing and Spending Clause. The National Education Association supported the bill, while the American Federation of Teachers opposed it.[6]

As of 1979, the Office of Education had 3,000 employees and an annual budget of $12 billion.[7] Congress appropriated to the Department of Education an annual budget of $14.2 billion and 17,000 employees when establishing the Department of Education.[8]

On March 23, 2007, President George W. Bush signed into law H.R. 584, which designates the ED Headquarters building as the Lyndon Baines Johnson Department of Education Building.[9]

The primary functions of the Department of Education are to "establish policy for, administer and coordinate most federal assistance to education, collect data on US schools, and to enforce federal educational laws regarding privacy and civil rights."[10] The Department of Education does not establish schools or colleges.[11]

The Office of the Inspector General has a unit of enforcement agents who conduct investigations and raids in connection to student loan defaults and fraud.[12]

Unlike the systems of most other countries, education in the United States is highly decentralized, and the federal government and Department of Education are not heavily involved in determining curricula or educational standards (with the recent exception of the No Child Left Behind Act). This has been left to state and local school districts. The quality of educational institutions and their degrees is maintained through an informal private process known as accreditation, over which the Department of Education has no direct public jurisdictional control.

The Department's mission is: to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access.[13] Aligned with this mission of ensuring equal access to education, the Department of Education is a member of the United States Interagency Council on Homelessness,[14] and works with federal partners to ensure proper education for homeless and runaway youth in the United States.

A construction project to repair and update the building façade at the Department of Education headquarters in 2002 resulted in the installation of structures at all of the entrances to protect employees and visitors from falling debris. Under President George W. Bush, the Department primarily focused on elementary and secondary education, expanding its reach through the No Child Left Behind Act. The Department's budget increased by $14B between 2002 and 2004, from $46B to $60B.[16]

As with other federal agencies, the ED operates with the assistance of several advisory committees. The Federal Interagency Committee on Education (FICE) is known in higher education for originating the FICE code, the six-digit institutional identifier assigned to each higher education (two-year and above) institution.

The FICE code is a six-digit identification code that was used to identify all schools doing business with the Office of Education during the early sixties. This code is no longer used in IPEDS; it has been replaced by the Office of Postsecondary Education (OPE) ID code.[17]

For 2006, the ED discretionary budget was $56 billion and the mandatory budget contained $23.4 billion. As of 2011, the discretionary budget is $69.9 billion.[18]

Opposition to the Department of Education mainly stems from conservatives, who see the department as an undermining of states rights, and libertarians who believe it results in a state-imposed leveling towards the bottom and low value for taxpayers' money.[19]

President Ronald Reagan promised during the 1980 presidential election to eliminate the Department of Education as a cabinet post,[20] but he was not able to do so with a Democratic House of Representatives. In the 1982 State of the Union Address, he pledged:

The budget plan I submit to you on Feb. 8 will realize major savings by dismantling the Department of Education.[16]

Throughout the 1980s, the abolition of the Department of Education was a part of the Republican Party platform, but the administration of President George H. W. Bush declined to implement this idea, as he was in favor of the Department's existence, but rather reformed its activities.

In 1996, the Republican Party made abolition of the Department a cornerstone of their campaign promises, calling it an inappropriate federal intrusion into local, state, and family affairs.[16] The GOP platform read:

The Federal government has no constitutional authority to be involved in school curricula or to control jobs in the market place. This is why we will abolish the Department of Education, end federal meddling in our schools, and promote family choice at all levels of learning.[16][21]

During his 1996 presidential run, Senator Bob Dole promised, "We're going to cut out the Department of Education."[21]

In 2000, the Republican Liberty Caucus passed a resolution to abolish the Department of Education.[22]

Abolition of the organization was not pursued under the George W. Bush administration, which made reform of federal education a key priority of the President's first term. In 2008 and 2012, presidential candidate Ron Paul campaigned in part on an opposition to the Department.[23]

雅思口语难话题应对技巧:化繁为简 话题转移

雅思考试虽说是以人性化著称,没有过于专业的内容,仅重视考生对英语的实际运用能力。但不可避免地也会出现为难考生的题。也就是说,去参加雅思考试,七分靠实力,那么三分还得靠运气。以口语考试为例,常听到考生言:杯具啊,考到法律,这下完了……”面料设计!BT到极点!对于这些所谓的难题,考生应该如何应对?其实这关乎到一个如何备考的问题,到底在考前该做怎样的准备才能保证考试中以不变应万变,沉着接招,稳操胜券?本文就来回答这个问题。

一、硬碰硬,真金不怕火炼

对于备考时间较长(半年或以上)的考生,建议大家本着务实求真的精神,彻彻底底将口语基础打牢。切记,口语和写作都是真正揭晓实力的两门,绝不能依仗技巧取胜。有经验的考官不会完全照读考题,而是会为你量身定做Tailor-made)顺势出题,所以如果完全是所谓的技巧搭起来的空中楼阁的话,注定会不攻自破。因此,一定要充分利用这段较长的备考期,多开口,勤练习,进行实战模拟,让自己的口语有质的提高。

二、由难到易,化繁为简

一定的实力基础固然必不可少,但口语成绩的提高也不是完全没有捷径可走。聪明的考生能做到扬长避短,迎合评分要求回答,在短短的十来分钟内包装自己的语言,有更好的发挥。下面将介绍三种化繁为简的方法,供大家参考。

第一招:减少描述,增加议论;

纵览各类卡片题,发现一个共同的关键词,即Describe, Describe a teacher who has greatly influenced you(人物题),Describe an object you use everyday(物品题),Describe a shop you often go to(地点题),Describe a family event(事件题)。很多考生会集中精力去思考如何Describe,所以在人物题中会试着用很多语言去描述外貌特征,如大大的眼睛,长长的睫毛,粉粉的脸颊,厚厚的嘴唇。且不论该考生是否都能将这些中文描述对应的恰当英文找到,除非是口语基础相当不错的考生,不然挑这些内容去讲无疑是搬起石头砸自己的脚。人物题还算是比较容易描述的了,那碰到物品题描述一个家用电器怎么办,如何去Describe?以a washing machine为例,我们能想到的内容可能是颜色,Its color is white. 大小,It’s one meter high. 别的似乎没什么可讲的了。这个时候就可以增加议论或评价。对于颜色,可以添加的内容是The reason why I chose this color is that it matches well with my bathroom and besides, white has always been my favorite color. It’s clean. You know. 而对于大小,也可评价一番It is actually the smallest size at that time. I put it in the corner, and it takes only a little space. 由此可见,评价性的语言通常比描述更为具体,可以看做是对前一句的补充说明或者是例证拓展。这种对于每一点信息都要给出议论的习惯一定要养成,可以使我们的说话内容顿时翻倍。

第二招:变抽象为具体

很多考生觉得口语话题难,就是因为没话说,特别是看似较为抽象的话题,如Describe a success。总觉得success肯定是较为光鲜的事迹,对照自己似乎找不到素材。其实如果把success具体化,看作是successfully did sth,构思就会容易许多。可以讲成功地网上交友、购物,与网络话题结合,可以讲成功地交到一个知心益友,与朋友话题相结合。又如part 3中的一些抽象问题,如How has technology changed people’s life? 如果单单从较高层面总的去概括科技如何改变生活会觉得语言内容上频频受限,而换个角度,如果把change具体化,举自己的家庭为例,讲起来就顺口多了。Well, technology did change our life a lot. Take my family as an example, ten years ago, we used electric fan in hot summer but now the air-conditioning brings us more comfort.

第三招:扭转乾坤,话题巧转移

短短的十几分钟时间内,讲自己有准备的话题内容肯定比临场发挥好,至少在语言质量上能略胜一筹。再次强调,口语考试重形式而非内容,只要能巧妙自然地将拿到的话题转到自己觉得熟悉的内容上来,必定会有更好的效果。如A piece of good law,这个难倒了众多考生的杀手题触及到我们较为不熟悉的领域——法律。而转身一想,法律其实是无所不在的,建议考生可以将其转移为环境问题,所以可以去讲限塑令(The new standard of plastic bags)的制定和执行;亦可转换成工作问题,讲劳工法The Labor Law)。

简言之,口语成绩的提高应该是两方面结合,基本的语言能力辅之以巧妙的应对方法。

 

 

文科生备考GMAT数学的经验:找到弱点逐个击破

GMAT数学考试对于以理科为主的学生来说并没有多少难度,但很多文科生在备考GMAT数学时,都表示压力很大。那文科生应该用什么方法备考GMAT数学呢?以下是一些文科生备考GMAT数学的心得体验,以供参考。

GMAT数学不好,主要有三大原因:其一,解题技巧;其二,读题障碍;其三,计算粗心。我根据自己的情况,集中突破解题技巧方面的问题,制订了4周的复习计划。

第一周,我去买了一本初高中解题公式手册,把基本的一些原理和公式温故而知新。接着选择了钱永强数学练习书,针对里面的一些知识点予以攻破。

第二周,我选择了OG。每天做4小时,每小时从20题逐渐通过练习提高到了40题,从一开始的边翻看公式手册边做题,到后面的迅速解题,这一周果然颇见成效。

第三周,我选了推荐的GMAC的官方模考软件Prepare3.0进行练习,按照正常考试要求的时间和速度联系。这一周十分重要,个人认为正确率是其次,重要的是要适应机考界面以及考试时对PACE的把握。这一周,我开始不太适应,37道数学题最多要错7道,到之后慢慢习惯这样的解题方式,错误控制在3道题目左右。

第四周,我选择了网上流行的一些GWD题目。由于这些题目带有大量重复性,我将这些题目作为模考,每天2套,一周也就完成了所有的题目了。这些题目相对难度较高,我个人认为最适合最后突击模考使用了。

这就是我以上的复习心得,个人认为盲目做题并不是提高数学的好方法,最好的方法是知道自己的弱点,然后针对性的采取一些措施予以提高,才是最为见效的方法。希望和大家共勉。

讲座介绍

低龄化留学已被学生和家长广泛接受,在美国就读高中的中国学生已从06年的65人暴涨至逾万人。那么,低龄留学给这些学生带来了怎样的变化?他们目前的发展如何?美国高中留学的现实情况和注意事项有哪些呢?

什么样的学生适合高中留学
去美国读高中将为日后进入美国名牌大学带来很大竞争优势,并且高中阶段,孩子可塑性强,国外的优秀教育资源能极大提高孩子的思维能力、独立能力和交际能力。中锐认为,对于家庭资金充足、学习和适应能力较强的学生来说适合高中留学。但是如果学生独立能力和自我约束能力比较差,就要慎重考虑。

低龄留学现状
目前低龄留学生的现状呈现出两极分化的状况,一部分学生适应能力强、英语提高快、善于与人沟通,从而建立了与教师和同学的良好关系,不仅学业表现优异,而且十分享受学校自在的学习和生活;另一部分学生则变得沉默寡言,因孤僻而影响了在校的学习和人际关系,留学反而成为了一份精神负担。我们相信孩子的潜力是无限的,只要通过适当的方法敞开心扉,融入当地文化,就能享受留学生活,提高学习水平,中锐的讲座将为孩子提供相关诀窍。

申请和面试技巧

         1.出国留学的目的是什么?

         出国留学的人首先要问自己,为什么我要出去留学?若是你在国内成绩差,听说美国的课程轻松(这是一些中国人误传的信息),想到美国留学,那就错了。其实,无论读大学,高中,在美国都不比在中国轻松。北京大学的教师在美国哈佛大学呆了一段时间后,感叹地说你们的学生是真辛苦,真用功!。而美国的优秀中学生也是非常的用功,勤奋。要不然,何以美国在各个领域都领先于世界?当然,你要是想混日子,若出国了,父母不在身边,当然更好混了。

         若你在国内是一个勤奋学习的学生,成绩在中等以上,知道了一些美国大中学教育的信息,觉得美国的一些教育方式更适合你自己,如,美国的教育环境较为宽松,学生的个性,特长更易得到发挥(但宽松的环境会使得一些懒惰的学生更不会抓紧学习);再加上考虑到美国的教育资源更多,那么到美国读书可能就是较正确的想法了。

         学生与家长确实应认真考虑讨论出国留学的目的

         2.学生的自理能力如何?自我控制能力如何?

         独自一人到异国他乡读书,要处理许多事情,包括日常生活,学校读书,老师同学关系等,这一点,你自己与家长都要对学生的自理能力做一个中肯的分析。另一方面,学生与家长也应认真考虑学生的自我控制能力,一个年轻人再国外,远离父母,许多事都可以自己决定了。而现在的世界,各种诱惑很多,对普通的人性来说,多是学坏容易,学好难。因此,在没有父母监督的情况下,如何自我控制就是一个很关键的能力了。

         3.学生的英语能力

         到美国留学,英语当然是最重要的一个能力。评价英语能力,一是参加标准考试,如来读大学的,参加TOEFLSAT考试;来读中学的,参加SSATSLEP考试等。每个学校对标准考试的成绩都有一个最低分数要求。二是,一般美国的好学校,是要对学生进行面试的;在面试时,对学生的英语能力当然会作出评价。因此,若学生达到了学校的要求,被学校正式录取,一般到美国后口语不会有大困难,一段时间后就会适应的。但是,在书面英语(阅读理解,写作)方面,还是要十分用功才能获得好成绩。

         4.经济负担

         到美国读大学或中学是很贵的,而且一般都没有奖学金或助学金,也不能打工,因此,父母要事先备好全部的费用。

         出国留学是一个很大的决定, 在出国前,一定要对学生的各种能力与条件作一个较全面的分析(有时也可请有关方面的专家来帮助分析);若是条件还不成熟,就应先不出国,等条件成熟后再出国,这样,可减少出国后的问题。学生与家长确实应知道,出国读书有利也有弊,因此要具体分析:对于你个人及家庭的具体情况来说,可能是利大于弊?还是弊大于利?
